In 2023, the Hariri Foundation collaborated with the National Coordination Unit for Preventing Violent Extremism and the French Embassy in Lebanon to launch a consultative framework aimed at activating Early Warning Systems for preventing violent extremism at local levels. Local frameworks are designed to involve 25 participants from municipal, civil, security, educational, and health sectors, responsible for advancing and operating the social mechanisms.
The Saida region was selected as the initial model, with plans to expand its implementation to other cities across Lebanon. Saida’s local framework was launched through field visits to the region with a delegation of experts from France’s PACA region and local specialists. Several workshops were conducted with stakeholders and meetings with decision makers, introducing the concepts and mechanisms of Early Warning Systems and exploring ways to monitor and enhance it within the context of Lebanon’s National Strategy and National Action Plan for Preventing Violent Extremism.
